The digital divide has evolved beyond mere physical access to technology. It now encompasses layers of inequality, including motivational, physical, and digital skills, and usage access. Unfortunately, women often find themselves on the wrong side of this divide.
The Digital Gender Divide
- Technologies are not gender-neutral: We must recognize that technology is not inherently neutral. It can either reinforce existing gender inequalities or be a powerful tool for empowerment.
- Risk of falling behind: In a knowledge society where ICTs permeate all aspects of life, women risk falling further behind unless concrete steps are taken to include them in the technology ecosystem.
- ICTs and gender equality: ICTs can indeed foster gender equality by providing opportunities for education, economic participation, and social empowerment.

📊 Statistics on Women and ICT in Uganda
- Internet Penetration: Uganda’s Internet penetration stands at 25%, which is moderate but still leaves room for improvement.
- Gender Gap: Women’s Internet use is lower than men’s, reflecting a digital gender divide. However, Uganda fares better than some other African countries in this regard.
- Challenges: Poor electricity infrastructure and underdeveloped ICT facilities hinder widespread Internet adoption among women.
